According to Postal Treaty, should not have been sent on, but Victoria was anticipating the UPU rate and had already issued a 2½d stamp. Charged only the deficient postage in the United States.
The 2½ pence October 1891 UPU rate for all routes brought to an end the most interesting period of Australian Colonies-United States postal history.
