This letter weighed between ½ and 1 ounce, thus a double-rate letter. The sender paid only to England at double the 6d "uniform empire rate" which Victoria adopted on 1 July 1855. In the UK the letter was treated as completely unpaid to the U.S., so a 6d debit marking was applied for double UK inland. New York rated the letter 48¢ due, double the 24¢ rate per the 1848 US-GB Treaty.
