A FASCINATING COVER FRANKED WITH BOTH THE RALEIGH POSTMASTER'S PROVISIONAL HANDSTAMP AND A GENERAL ISSUE STAMP.

This is an unusual cover and a late appearance for the Raleigh Provisional. It seems that the sender or the Raleigh Post Office had the new stamps on hand by December 14 and simply used the provisional envelope as a matter of convenience.
