(Linn) Peoria, Oregon, Jul 5, large cds with manuscript day (Whittlesey 1, R 6) on registered cover, Foster correspondence to Eagle Creek, franking includes 1866-67 15¢ black with grill paying the 15¢ registry fee plus 1861-67 3¢ rose with grill pair and single paying triple-rate postage, all stamps tied by target cancels, with original letter indicating $27.00 in coin was once enclosed, appropriate "Registered No. 1" endorsement at upper left (so the first registered letter sent from the Post Office in the third quarter of the year, probably 1869 despite non-contemporary "1868" notations on the cover and letter), slightly reduced at left, Very Fine, A Most Handsome 1866 15¢ Western Usage.
