A SCARCE MILITARY FREE FORWARDED USE OF THE CHARLESTON POSTMASTER'S PROVISIONAL STAMP.

Regulations permitted forwarding letters addressed to military personnel free of charge even though as in this case the new destination exceeded the 500 mile "short" rate from Charleston.
