If through no fault of the Post Office, a letter required forwarding to its recipient extra postal charges resulted; however, if a letter ended up in a town other than it was intended to be it was considered to be missent. No extra postage was charged in this case, and the letters were marked "missent & forwarded". The Charleston postmaster would later order a special handstamp to mark letters.
