Bill of lading accompanying goods on a steamboat were not subject to the 3¢ postage required on normal mails, even if carried out of the posts after 1854. The example here was carried on the "Twilight" after Louisiana seceded from the Union on January 24th 1861, but prior to joing the Confederacy on March 21st.
