[War] Winfield Scott, free frank signature "Free, Winfield Scott, Lieut. Genl." of commander of the Union armies, on 1861 cover addressed to Brig. Genl. Robert Anderson in New York City, likely contained letter of congratulations for Anderson's promotion to Brigadier General, Very Fine.

The first battle of the Civil War had been fought at Fort Sumter in Charleston harbor. Despite Anderson's failure to hold the fort, he was considered a hero by the north and President Lincoln promoted him from Major to Brigadier General.
