1874 (Jul. 14) Dillon, Ill. to Meilen, Switzerland, cover bearing 1870, 6¢ carmine cancelled by manuscript with matching "Dillon Ills, July 14" postmark, underpaid 10¢ rate, black "New York Via England & Ostend Jul 18" exchange cds with matching "Insufficiently Paid" straightline and blue crayon "20", reverse with Basel, Zurich (7.31) and Meilen (7.31) backstamps, red crayon "40" centimes due rating, Very Fine.

This is second type of New York circular datestamp showing routing by closed mail via England and Belgium, this time "ENGLAND & OSTEND" spelled in full and "PAID ALL" omitted. Letter insufficiently paid 4¢ so New York marked 20 centimes short paid in blue crayon (1¢ = 5 centimes). Basel marked the VIA OSTENDE route and postage due was 40 centimes, which included a 20 centimes insufficiently paid letter fine.
