Tied by cog wheel handstamps on double rate cover to New York City, matching "San Francisco, Cal., Jun 19, 1863" cds and blue "Post Office, Victoria Vancouver Island, Paid" oval frank handstamp; minor cover stain at top right corner, still Extremely Fine, a wonderful usage from Vancouver Island.
