Used to reclose cover bearing 5¢ Washington tied by "U.S. Postal Agency Shanghai Mar 17 1917" duplex to Germany, at time of sending normal mail route via Russia closed and sent via U.S., by time of arrival mail route to Germany was closed and purple "Mail service suspended to country addressed" two-line handstamp, opened by DLO for address and returned to Shanghai, Very Fine, the only recorded use of 1917 seals on mail from U.S. Postal Agency at Shanghai.
