Envelope posted at Sweet Water, Illinois, and addressed to Frankenburg, Germany, franked with 1861, 3¢ rose single and pair, a 10 cent underpayment of the 19 cent treaty rate via Hamburg, so the "INSUFFICIENTLY PAID" stamp was applied at New York and the cover was rated 6 kreuzer due by the Hamburg office, F.-V.F.
