Clear strike of rare circular handstamp (Bomar P78-02) on 1878 cover from Washington, D.C. franked with 5¢ Bank Note, cover addressed to the "Office of the United States Commission, Exposition Universelle" & backstamped with blue double circle "Universal Exposition, U.S. Commissioner, General's Office, Paris 1878", cover slightly reduced at left, Very Fine, a rare combination of markings of which only four examples of The Yale Lock circular marking are known.
