Confederacy, Cannon and 12-Star Flag with Verse, patriotic design on cover with light addressing to New York state (town indistinct), franked with U.S. 1861, 3¢ rose (65) tied by target handstamp, matching "Old Point Comfort, Va., Mar 22" cds, with manuscript "J.M.H." initials of John M. Higgins and believed this is a civilian Flag of Truce usage; stamp flaws with portions added at upper left, Very Fine appearance, a rare Confederate patriotic usage sent through the lines to New York state.

According to a letter from Jerry Palazolo, John M. Higgins was not at City Point. He was at General Winder's office (Confederate General in charge of P.O.W. operations) and signed whatever came across his desk. Thus, it is more likely that this is a civilian Flag of Truce cover rather than a P.O.W. cover.
