Stait's Despatch, 48 So. 3rd St., Paid, red circular handstamp on locally addressed printed circular, inside with additional strike of handstamp and a black on yellow W. Stait label calling for contributions to the Cheap Postage Committee, circular calling for recognition to Barnabas Bates and asking for support to the Cheap Postage movement, Very Fine.

Barnabas Bates, who served as New York's assistant postmaster between 1833-36, later began working for the New York Democratic Party and the Equal Rights Party. He served as an advocate for reduced postal rates, which made public communication possible for a greater number of people. In the 1850's, Bates adopted the Elihu Blurritt practice of using illustrated envelopes to further his reform proposals for America.
