France, 1867, Napoleon III Laureate, 20c blue on bluish, two singles, on folded tissue paper letter from London, England sent December 28, 1870 to Paris, with manuscript endorsement "sur Moulins allier" and stamps tied by large "4525" doted lozenge handstamps, matching "Deauville, 2 Jany, 71" cds, no arrival marking; stamps with one overlapping cover and other with corner nick, F.-V.F., a rare Boule de Moulins usage, although the certificate does not mention any stamps missing, the normal rate for this should have been 1 franc; with 2019 Roumet certificate.
