Accompanied by a 1951 letter from Stanley Gibbons of New York explaining that, "This was done, we believe, by a Pittsburgh dealer who bought a quantity to obtain the position blocks, and sold balance privately at a discount; the rouletting was done [by the purchaser] to facilitate their disposal." .
