1861, 1¢ blue, used with 2¢ Black, Diagonal Bisect, Used For 2¢ Local Rate, tied across diagonal by four-rings cancel, used along with 1¢ blue cancelled by matching four-rings cancel on orange drop cover, matching "Quincy Pa. Sep 16" cds; edge wear with couple small tears, Fine, ex-Cole; with 1988 P.F. certificate.

THE ONLY RECORDED COMBINATION OF THE 2¢ BLACK JACK BISECT USED AS PART OF THE 2¢ LOCAL RATE.

The 2¢ local rate was effective July 1, 1863 prepaying carrier delivery if this service was available. However, Quincy did not have carriers at this time. The local rate was changed effective May 1st 1865 back to 1¢ for towns without carrier service.

1861, 1¢ blue, vertical strip of four, on cover to Boston Mass. for prepayment of the 1¢ carrier fee to-the-mails plus 3¢ per ½ oz. postage, New York, N.Y. indistinct cds duplexed with large circular grids tying strip, apparently a double-rate letter short paid and marked "Due 6" in manuscript for the 3¢ deficiency plus 3¢ fine, this rule was in effect 7/1/1863 to 5/1/1865, Very Fine; with 1987 P.F. certificate.

1861, 1¢ blue, tied by large quartered geometric cancel on July 1863 folded circular from Schieffelin Brothers & Co., Importers and Wholesale Druggists, New York City to Philadelphia Pa., New York "Due 2" handstamp, Very Fine.

Effective July 1st 1863, the unsealed circular rate was increased to 2¢. Also that date, part-paid letters were assessed a fee of equal to double the underpayment -- in this case the short payment was 1¢ and the amount due was therefore 2¢.
