A group of farmers found the first American Colony in the Gila Valley in 1874. They settled the site of Safford, naming it for Gov. Anson Safford, the Territorial Governor and founder of its free education system, who was then visiting the valley. A post office was set up in Bailey's Store March 5, 1875 with Joshua Bailey as postmaster.

Seligman was a station on the A. T. & S. F. R. R. and was named for Jesse Seligman of Seligman Bros., New York bankers. The first railroad to Prescott was built about 1888 from this point, cal1ed Prescott and Arizona Central R.R.

The small mining camp on the hill above the San Pedro River was developed by Frank Shultz around the end of 1872. He built a small grocery store and opened the post office to accommodate his workers on July 12, 1894. Not long in service, the post office was closed on May 15, 1902.
