In red & blue, franked with 1857, 1¢ blue, type I + 1861, 3¢ rose tied by dotted grids and postmarked "Philadelphia, Sep 9, 1861" cds, to Hovaard Pa, Very Fine and choice, a remarkable usage with the demonetized 1¢ being accepted to pay the Carrier fee, not uncommon for New York, but quite rare in Philadelphia with its prolific use of its "Old Stamps Not Recognized" handstamps.
