Postmasters' Provisional handstamps on cover franked with 1861-62 10¢ blue (creased) affixed over the markings & tied by blue "Albany, Ga./Mar. 15, 1862" cds, the corner of the cover has been cut out & replace, the adhesive has been subsequently moved & hinged in place, addressed to "A.H. Stephens" in Richmond, flap missing, Very Fine.Scott No. 3XU1 Estimate $300 - 400.
Included is a small excerpt from and article written for the American Philatelist in 1889, stating the author soaked a number of Confederate stamps and discovered Provisional handstamps of Atlanta & Albany with postmarks of March 11 and March 15, 1862 respectively. This is undoubtedly one of those covers cut & soak over 120 years ago!.

Cobb, Cobbs Georgia Legion, Richmond, Va.", reduced at right, Very Fine and choice, a very rare 8-Star flag design as Arkansas was admitted as the 9th state only 11 days after Virginia had been admitted as the 8th State on May 7, 1861.Estimate $750 - 1,000.
