Lewis, Commissioner" of the Internal Revenue above and "2 + 4¢ denomination's" notation at bottom, including a portion of the entry from the left side of the Bulter & Carpenter order book for the order of the corresponding stamp plates for these issues, Very Fine, the unique approval essay for the Helbold's proprietary issue with the design partly inspired by the 1852-57, 3¢ Washington issue, ex Joyce.
