The 1851 3¢ stamps arrived in San Francisco between the 26th and the 27th of September. It would take a day to unpack, count and inventory the received stamps. The shipment to Sacramento would take time to count, inventory and package, then carried by steamer to Sacramento where again they where counted and inventoried before being placed for sale, usually the next morning. thus the 30th of September is the earliest it could be posted from Sacramento.
