According to a letter from Jerry Palazolo, John M. Higgins was not at City Point. He was at General Winder's office (Confederate General in charge of P.O.W. operations) and signed whatever came across his desk. Thus, it is more likely that this is a civilian Flag of Truce cover rather than a P.O.W. cover.
