Hawkeye State (Upper Mississippi River), ornate illustrated corner card on cover to Fulton City Ill., franked with 1861 3¢ Rose (65, faulty) tied by "Cairo, Ill Oct 3" double circle postmark, bold straightline "Due 3" and "Steamboat", reduced at left impinging into design, some soiling, Fine and attractive illustrated design this is the only recorded example, Illustrated in Milgram.

In 1863, the Steamboat fee was raised to double the domestic rate or six cents. This cover shows 3¢ paid in stamps and 3¢ due to the recipient.
