This comes from the 1907 Bureau of Insular Affairs Special Printing and was intended to supply requests for Philippine stamps, 100 of each denomination were prepared using the stamps on hand. This is the basis for the new Scott Catalogue listing, E2A, which is a different design than any regular-issue Philippines Special Delivery stamps. All known examples have a damaged transfer under the "N" of "Cents".
