N 1925, the Lambert Sales Company was denied permission by the Philippine Bureau of Post (BPO) to use perfins on Regular Issue stamps. As an alternative, they were allowed to order imperforate sheets, which they used on their packages of embroidered goods sent from the Philippines to New York from June 22 to October 26, 1925. By the time collectors became fully aware of these imperforates, most had already been used. The BPO responded to collector pressure by issuing two more sets of imperforates in 1931, which differ in material ways from the 1925 Lamberts and can be distinguished by shade, paper and gum.
